Recent PROTEC Project Summaries

Export packaging - Separate projects were undertaken to export pharmaceutical products to Greece and India by air and sea. Problems with easily damageable, very heavy materials having hazardous explosive properties have necessitated negotiations with the UN and IATA organizations. Cost effective packaging design of special containers allowed maximum weight and minimum space utilization to be achieved under the present regulations.

Artery cath drill - Protec assisted in the development of a flexible artery cath device to clear blockages by drilling the channel to dislodge any foreign matter. We prepared specifications, documentation, diagrams, and recommended auxiliary materials for its use. Investigated issues included regulatory guidelines, procedure training and presentation in a sterile environment.

Nontraditional agricultural project - Efforts to assist a humanitarian group in El Salvador took on a multifaceted assignment. They identified organizational development activities as well as project management principles that would help them as they planned their agricultural development. We provided seminar materials in these areas, introduced farm management to the small farmer, specified processing facilities and resources and helped implement proper packaging for export and value added economic needs. Work continued in researching and advising on trade agreements with the EEC for agricultural purposes which will serve as a basis for future technical work. Paper bags and flexible packaging project - Work in Jordan had us perform market research and technical consulting for a sack company making paper bags for Jordan's cement industry. 9 years developing and converting single and multi-wall paper bags and sacks in the food, pharmaceutical and chemical industries allowed us to make recommendations for their expansion program. Domestic and foreign export market research was conducted for 6 packaging markets including flexible and bags. IE studies on the present facility were accomplished with short and long term recommendations made. Management studies were conducted and integrated into the overall plan. Further work had us making changes to the present manufacturing operation. Next stages will involve the execution of the technical and management plans to perform the plant expansion.

Label project - Work in France had us developing the label, converting process, and machinery for fabricating a temperature sensitive indicating label for the frozen food, dairy and meat consumer packaging markets. Our marketing efforts on the clients behalf has commenced in the US and Europe. A project for industrial packaging will be next.

Diagnostic devices - Involved in the design, product development, process development and engineering of single piece diagnostic devices to be used in the detection of diseases and other medical conditions. Project work had Protec detailing the project administration, research and development activities, regulatory issues, operations including material sourcing, scheduling and shop floor control, pilot and full scale manufacturing, commissioning and facility preparation for firms engaging in this market.

Carton and corrugated printing - USAID had Protec examine a box firm in the Dominican Republic to assist them in upgrading their quality control area, trained personnel in international standards testing, pre-press and litho/gravure printing capabilities through major engineering changes to their equipment and sourcing of incoming raw materials (paper, board and inks).

Skin contact adhesives - US based client had us source raw materials and compound and develop pressure sensitive adhesives for skin contact for use on medical devices. Conceptualized, created and administered research and development program, coating machinery design and development and start-up converting activities for an international customer. The firm provided routine documentation for the manufacturing operation.

Medical and electronic parts converting - Local established converting firm made Protec Industries their in-house research and development department. Duties included the technical administration and monitoring of six product lines, their improvements and cost reductions. Protec performed trouble shooting, product and process design, technical services, testing and interfaced with vendors and customers on a daily basis concerning quality control of batched product.

Management and technical consulting - Large public government body contracted with Protec to review and recommend programs to upgrade their department. Protec has made recommendations and is now beginning implementation with enhanced responsibilities to nationwide search for experts in other related areas.

Agribusiness assessment - As part of an agricultural expansion project (ACE), a DC based international development firm contracted with Protec to provide a comparative technology assessment of twenty-five US based agri-processing technologies for expansion of an existing agricultural project in India, ranging from food processing, packaging, product development and transportation to distribution.

Regulatory affairs consulting - A wholly owned subsidiary of a Fortune 500 firm had us purchase and install capital equipment and validate their packaging program for compliance in the medical device area. Protec completely revamped their specification program and conducted technical services supporting the incoming Quality Assurance and Control function of all critical packaging components using ASTM, TAPPI and ISO appropriate standards and guidelines. The firm also had Protec create and implement a vendor qualification and audit program for all raw materials as well as in-house label printing capabilities requiring regulatory compliance. Additional projects are underway involving management consulting. We authored and performed IQ/PQ/OQ validation activities and were responsible for specification revisions and procedures implementation of the documentation processes in purchasing, quality assurance, quality control and manufacturing of class I medical devices.

Package assessment - A US/Russian joint venture engaged Protec to study and make recommendations to support a technical project in Far Eastern Russia, below Siberia. Protec assessed local packaging and manufacturing sites and negotiated with the factories to supply packaging on an on-going basis. Protec continues to enjoy a long term relationship as the JV expands into other regions throughout Russia.

Manufacturing, technical and business assessment - A large venture capital Enterprise Fund in Poland contracted Protec to evaluate and make a technical recommendation on the purchase of a flexible packaging plant in Poland undergoing privatization. Protec assisted with the business development and technical proposal. We have been invited to sit on the Board if the sale is successful.

Agribusiness development - Under the Agribusiness System Assistance Program (ASAP), Protec has led reverse trade missions to assist food processors in the Philippines define and purchase processing equipment for upgrading their operations. We have helped plan, develop and implement packaging technologies and reduce operational and transportation costs necessary for maintaining a sustainable export market. The firm has provided business assessments and given several lectures and seminars on packaging technology, international standards (ASTM, TAPPI, PSTC, MIL, ISO), marketing, graphics, environmental and cost of modern packaging materials.

Multi-sector export promotion strategy - Protec was requested to study the packaging and allied industries in the Near East to support a multi-industry need (consumer and industrial) for quality packaging, technology upgrading and strategies to be incorporated into an Egyptian Government led export promotion national strategy.

Flexible packaging problem solving - The Government of Korea had Protec consult with a leading flexible packaging converter to trouble shoot manufacturing and operational problems and advise on expanding marketing and business development strategies for their gravure, flexo and wax coated printed flexible packaging products. Protec performed market research and analysis, presented seminars and lectures on graphics design for marketing, quality assurance, international and industry standards and guidelines, materials development, manufacturing processes including printing, slitting, sheeting, laminating and coating, technology transfer, costing and environmental topics concerning solvent emissions, solid waste reduction and water base ink development and formulations.

Agricultural investment promotion - A multi-disciplinary team led an investment study to prepare a business plan and modernization plan within the fruit and vegetable sector for a Southern Oblast in Kazakhstan. Protec provided technical assistance in evaluating the food processing and packaging industries, equipment, materials, operations and technologies available and made recommendations to sustain a viable business enterprise. The firm contacted and advised US business’ on the viability and procedures to invest in targeted food processing (2) and package converting (4) factories.

Plastic converting of medical devices and their parts - The firm worked on design, engineering, product development, manufacturing processes, specifications and quality control methodologies for a class III device. Responsibilities included reviewing FDA guidelines, interpretation of the regulations, applicability of the device in clinical studies and modifications, materials and processing selection and pilot scale-up to manufacturing. Reports and project planning and management were maintained and documented weekly for the client and end use customer. We created the necessary specifications, engineering drawings and supporting documents for the customers PMA approval submission.

Printing plant audit - Protec was engaged by Price Waterhouse, an exclusive international consulting firm, to perform an operational, technology and management audit of a multi-plant printing facility in St. Petersburg, Russia. The firm reviewed the market economy, customer base, manufacturing, operating, marketing and support groups and made recommendations for upgrading and improving the enterprise for Western investment. We devised a restructuring plan and assisted in implementation of a program to attract foreign investors and wrote part of the offering prospectus. Protec is now engaged in continued upgrading activities, capital equipment purchases and advising potential investors and investment bankers.

Juice processing and packaging - The enterprise performed an evaluation of a medium size dairy in Southern Russia looking to acquire pressing equipment for local fruits and the processing technology and packaging equipment to market value added juice and related consumer products within the European area of Western Russia having a combined 20 million population. Protec provided investment promotion services to the firm and sought out and introduced interested US joint venture partners.

Business development plans - Two business plans were created for food processors in Moldova who wanted to expand their business’ into allied areas. Marketing and operational analyses were performed as well as sourcing and contacting potential investors. Packaging and food processing machinery and materials sourcing has led to further project execution and interest on behalf of the investors and enterprise owners.

Packaging / food processing technical and business development services – Several enterprises in the Saratov Oblast in Russia engaged in the food processing industry were evaluated for potential deals by the U.S. investment community. Strategic plans were created to identify potential key investors. Activities were undertaken to introduce these investors to Oblast government, banking and selected enterprise Board of Directors. Additional activities were proposed and coordinated to support investment projects on an on-going basis. A few international donor agencies and multi-national firms indicated interest to piggyback on our activities and evaluate supplier enterprises to expand the overall development effort. Two full scale proposals were made to build infrastructure in the region.

Due Diligence - The firm performed an operational, managerial and technical assessment of a major flexible packaging converter in Colombia for a US based investment group. Recommendations were made to increase plant efficiencies, promote new product lines and expand management objectives. An increase in investment was made as a result of the study. Protec continues to act as advisor to the investment group.

Due Diligence - We were retained as an advisor to a new consolidated packaging machinery firm identifying possible acquisition targets, their evaluation and purchase.

Agricultural Equipment Installation – A group of farmers in Moldova has requested we source and install processing and simple packaging equipment to add value to their crop production. The project is on-going.

Packaging Operations – Protec has specified packaging lines and is implementing a complete packaging operation in the Republic of Georgia in a greenfield IQF vegetable facility. We are responsible for implementing the handling, packaging, packing and storage operations as well as deploying a complete quality control department according to international protocols.

Packaging Strategy – Protec evaluated and proposed a country wide strategy for the development of the packaging and converting industry in Bangladesh. Efforts were made to interview and visit several factories involved in the manufacture and use of packaging. A three point plan was proposed and included education, training and the creation of a Packaging Center of Excellence. Further work is underway transferring needed packaging technologies identified as being absent or under developed and industry accepted standards.

Packaging Development and Technical Support – A large meat plant in Ukraine requested services to assist them in developing marketing strategies centered around brand identification and market penetration. Protec developed graphics, labeling and advised on improved packaging and packing operations.

Packaging Development and Technical Support – Long term, the firm has provided extensive technical, business and operational support to the food processing and packaging industries in Egypt under the Government of Egypt export promotion plan. The firm has given several lectures and seminars on packaging technology, international shipping and testing standards, marketing, graphics, environmental and cost of modern packaging materials. Business and restructuring planning activities have been undertaken.

Printing Validation Services – The firm has undertaken a medium-long term assignment to create and maintain an operational validation program for a large sheet fed printer. Development efforts were directed in organizational management upgrading, writing work procedures, floor training and validation audits on behalf of clients in regulated industries.

Expert witness - Protec has routinely undertaken several litigation cases serving both plaintiffs and defendants involving package design, engineering, project management and converting issues in the food, pharmaceutical, medical device and industrial sectors for issues involving unfit for use products, bodily harm, patent infringement, management/business conflicts and technical/regulatory deficiencies. Mr. Cirrito has also consulted as a fact witness and consulting chemist in asbestos related litigation.

Package Engineer/Assistant Manager of Technical Services - Responsible for all technical functions in the operations group including the trouble shooting and technical development of package engineering activities for solid dosage and liquids (bottles, labels, closures, cartons, label equipment etc.) and transdermal drug delivery systems (materials, equipment and processes). Acted as a liaison between vendors and internal operations. Regulatory experience as it related to FDA compliance and the end use, device and packaging design, their standards, clinical studies, converting and manufacturing functions of the device and packaging components/composites and drugs entities.

1979-1983 Amstar Corporation, Versailles, Connecticut

Supervisor of New Product Development - Developed flexible packaging for the food, medical device, industrial and health care industries. Instrumental in the creation and startup of a pouch manufacturing facility requiring FDA compliance and its QA and QC functions encompassing ASTM, TAPPI and ISO standards and guidelines. Responsible for the product and process development and market introduction of new and existing packaging and medical pouch lines. Responsible for and worked with the FDA to meet guidelines for DMF written submissions. Developed bag composites for sugar, flour, cookies, etc. for the multi-wall bag subsidiary. Research and Development Chemist - Developed and applied coatings for the food packaging and medical device industries. Supervised a three shift six day per week quality control department following industry standards. Engineered, developed and maintained multi-layered structures for the bag division. Provided internal technical support and development to customers and to other divisions. Developed the justification for, evaluated and approved new capital equipment purchases.

Project Leader - Developed patentable adhesives and coatings for use on labelstock for the medical packaging and pharmaceutical industries.
